Cost to build an office building in Kimberley

Northern Cape · 2026 estimate

Based on Setout’s estimate model, building an office building in Kimberley costs roughly R 8 453–R 18 960 per m², with a typical rate around R 11 850 per m². Here’s how that breaks down, and how we calculated it.

A worked example

A 800 m² office building at the typical R 11 850/m² works out to about R 9 480 000 for construction. Of that, labour is roughly 27% (~R 2 559 600); materials and plant make up the rest.

Building in Kimberley

Kimberley, the Northern Cape capital, tends to sit slightly above the national mid-point on published provincial estimates — consistent with the province's remoteness. It lies around 500 km from Johannesburg, so materials sourced from the main economic hub carry meaningful transport cost. The Northern Cape is the country's largest province by area but least populated, so towns are far apart and long haulage distances are a structural feature of building supply here. Local infrastructure and service-delivery strain in the municipality can also affect timelines and connection costs on new developments.

What drives the cost of an office building

Office cost is driven by services and specification rather than structure. Air-conditioning, IT and data cabling, lighting, ceilings, and the fit-out (partitioning, joinery, finishes) make up a large share of the rate, and a prestige-grade office runs well above a basic one. Parking — structured or basement — is a major separate cost. Whether the number is for shell-and-core or a full fit-out matters enormously: a developer's shell rate and a tenant's completed office are very different figures, so it's important to know which is being quoted.

What the low, typical and high rates buy

Low: R 8 453/m² in Kimberley, about R 6 762 400 for 800 m²

A low-rise building in a business park: simple frame, standard curtain or punched windows, basic air-conditioning, and a shell-and-core delivery that leaves fit-out to the tenant.

Typical: R 11 850/m² in Kimberley, about R 9 480 000 for 800 m²

A two- to five-storey office with a central core, full air-conditioning, raised access floors or ceiling services, a reasonable façade and a green-building target, delivered with a standard tenant installation.

High: R 18 960/m² in Kimberley, about R 15 168 000 for 800 m²

A prestige or high-rise office: high-performance glazed façade, premium lobby and lift installation, generous floor-to-floor heights, full backup power, and a fitted specification that suits a corporate head office.

How Kimberley compares with other cities

At a typical R 11 850/m², Kimberley is 4% below the median of the twelve cities in this model for an office building. 8 cities are dearer and 3 are cheaper. The range runs from R 9 150/m² in Rustenburg to R 16 950/m² in Cape Town. The model sets rates by province, so cities in the same province carry the same figure; the local factors described above are what separate them on a real project.

Plans and approvals in Kimberley

Building plans for an office building in Kimberley go to the Sol Plaatje Local Municipality for approval under the National Building Regulations and Building Standards Act 103 of 1977, with SANS 10400 as the technical standard. Work may not start before the plans are approved. The municipality also checks the proposal against its land use scheme; if the design needs a rezoning, a consent use or a building-line relaxation, add that process to the programme before you add it to the budget. Larger non-residential buildings will also need a fire-protection plan approved by the municipal fire department.

Costs on top of the building rate

The rates above stop at the building. For an office building, the items that most often get left out of an early budget are:

  • Tenant fit-out: partitions, ceilings, joinery, furniture and IT
  • Structured or basement parking
  • Green Star certification fees and the design work behind them
  • Generators, UPS and water storage if not in the base building
  • Bulk contributions and electrical supply capacity

VAT at 15% applies to the building contract and to professional fees from VAT-registered consultants.

How we calculated this

AECOM 2025/26 base rate for Office building (Gauteng-anchored, excl. VAT, professional fees and site works) adjusted by the Northern Cape provincial factor (×0.79), derived from ooba's provincial build-cost table with Gauteng set to 1.0. Figures are planning-stage estimates, not a quote or a survey. Labour assumed at 27% of total (typical 25–30%). Excludes land, professional fees, VAT, and municipal contributions.

Questions

How much does it cost to build an office building in Kimberley?
Based on Setout's estimate model, roughly R 8 453–R 18 960 per m² (typical R 11 850). For a 800 m² office building, that's around R 9 480 000 for construction — excluding land, professional fees, VAT and municipal costs.
Does an office cost include the fit-out?
It depends what's being priced. A shell-and-core rate covers the structure, envelope, and base services; the tenant then pays for the fit-out — partitions, ceilings, finishes, workstations. A fully-fitted office rate is much higher. Always confirm which one a figure refers to.
Why is building in Kimberley priced this way?
Kimberley is in Northern Cape. Our model applies a provincial cost factor to a national base rate to reflect local labour rates, material transport, and market demand.
What is not included in this estimate?
The rate covers building work and materials only. It excludes the land, professional fees (architect, engineer, quantity surveyor), municipal connection and contribution charges, VAT, and any abnormal site or foundation costs. For a tender-ready figure, price the actual Bill of Quantities.
