Building costs in Kimberley
Northern Cape · estimated cost per m² by building type, 2026. Pick a building type for the full breakdown and methodology.
Kimberley, the Northern Cape capital, tends to sit slightly above the national mid-point on published provincial estimates — consistent with the province's remoteness. It lies around 500 km from Johannesburg, so materials sourced from the main economic hub carry meaningful transport cost. The Northern Cape is the country's largest province by area but least populated, so towns are far apart and long haulage distances are a structural feature of building supply here. Local infrastructure and service-delivery strain in the municipality can also affect timelines and connection costs on new developments.
Base rates from the AECOM 2025/26 cost guide (excl. VAT and fees), adjusted by province from ooba data — planning-stage figures, not quotes.

Where Kimberley sits nationally
The model starts from Gauteng-anchored base rates and applies a provincial factor. Northern Cape runs 21% below Gauteng, so every rate in Kimberley is 21% lower than the same building in Johannesburg or Pretoria. Of the twelve cities covered, 8 are dearer and 3 are cheaper. A standard house at the typical rate costs R 8 690/m² here, against R 12 430/m² in Cape Town and R 6 710/m² in Rustenburg.
Provincial factors describe averages. Once ground conditions, access and specification are taken into account, two sites in the same city can differ by as much as two provinces do, which is why the local factors below matter.
Before you budget a project in Kimberley
- Haulage is a structural cost here. Get delivered prices for cement, steel and roofing rather than ex-works prices.
- Check municipal service capacity and connection timelines before you commit to a programme.
- Keep a contingency for supply delays on specialised items that come from Gauteng or the Cape.
Plans and approvals in Kimberley
Building plans in Kimberley are submitted to the Sol Plaatje Local Municipality, which approves them under the National Building Regulations and Building Standards Act 103 of 1977. SANS 10400 sets the technical requirements, including the energy-efficiency rules in SANS 10400-XA. Construction may not start until plans are approved, and the municipality’s building inspectors check the work at set stages.
Zoning comes first. If the proposal does not fit the property’s zoning under the municipal land use scheme, a rezoning, consent use or departure is needed before plans can be approved, and that process usually takes months. New homes, including units in townhouse and apartment schemes, must be enrolled with the NHBRC by an NHBRC-registered builder before work begins.
