Cost to build a townhouse complex in Pretoria

Gauteng · 2026 estimate

Based on Setout’s estimate model, building a townhouse complex in Pretoria costs roughly R 9 800–R 13 900 per m², with a typical rate around R 11 500 per m². Here’s how that breaks down, and how we calculated it.

A worked example

A 90 m² townhouse complex at the typical R 11 500/m² works out to about R 1 035 000 for construction. Of that, labour is roughly 27% (~R 279 450); materials and plant make up the rest.

Building in Pretoria

Pretoria shares Gauteng's high provincial cost position on published estimates. The strongest local drivers are ground conditions. Large parts of Pretoria East are known for highly active expansive clay — iron-rich "red soil" that swells when wet and shrinks when dry, cracking standard foundations and frequently requiring engineered raft foundations or piling. Centurion and surrounding Tshwane areas sit on dolomite, triggering the same mandatory SANS 1936 stability investigation that affects Gauteng broadly. As in Johannesburg, the foundation and earthworks are where a Pretoria budget is most exposed, and a geotechnical investigation early in design is money well spent.

What drives the cost of a townhouse complex

Townhouse complexes benefit from repetition: the same unit built many times amortises design, formwork, and setup costs, so the rate per m² is usually below a comparable standalone house. Shared party walls reduce external wall area and materials. Against that, the development carries shared infrastructure the buyer still pays for — internal roads, bulk services connections, stormwater, boundary walls, and often a clubhouse or landscaping — which is why the all-in cost of a unit exceeds the bare building rate.

What the low, typical and high rates buy

Low: R 9 800/m² in Pretoria, about R 882 000 for 90 m²

Repeated simple units in a cluster: shared party walls, single-storey or simple duplex plans, standard finishes, carports rather than garages, and minimal communal amenity beyond the access road.

Typical: R 11 500/m² in Pretoria, about R 1 035 000 for 90 m²

Double-storey units with a garage each, modest private gardens, tiled floors and a mid-range kitchen, plus a gatehouse, internal paving and boundary walling shared across the scheme.

High: R 13 900/m² in Pretoria, about R 1 251 000 for 90 m²

Lifestyle-estate townhouses: larger units, higher finishes, communal pool or clubhouse, landscaped common areas and more security infrastructure. The common facilities add to every unit's share of cost.

How Pretoria compares with other cities

At a typical R 11 500/m², Pretoria is 22% above the median of the twelve cities in this model for a townhouse complex. 2 cities are dearer and 8 are cheaper. The range runs from R 7 015/m² in Rustenburg to R 12 995/m² in Cape Town. The model sets rates by province, so cities in the same province carry the same figure; the local factors described above are what separate them on a real project.

Plans and approvals in Pretoria

Building plans for a townhouse complex in Pretoria go to the City of Tshwane Metropolitan Municipality for approval under the National Building Regulations and Building Standards Act 103 of 1977, with SANS 10400 as the technical standard. Work may not start before the plans are approved. The municipality also checks the proposal against its land use scheme; if the design needs a rezoning, a consent use or a building-line relaxation, add that process to the programme before you add it to the budget. A new home must also be enrolled with the NHBRC before construction begins, and the builder must be registered with the NHBRC.

Costs on top of the building rate

The rates above stop at the building. For a townhouse complex, the items that most often get left out of an early budget are:

  • Internal roads, stormwater and bulk services within the development
  • The municipal bulk-services contribution for the scheme
  • Sectional-title or HOA establishment costs, and NHBRC enrolment of each unit
  • Gatehouse, perimeter security and access control
  • Show-unit, marketing and sales costs if the scheme is sold off-plan

VAT at 15% applies to the building contract and to professional fees from VAT-registered consultants.

How we calculated this

AECOM 2025/26 base rate for Townhouse complex (Gauteng-anchored, excl. VAT, professional fees and site works) adjusted by the Gauteng provincial factor (×1), derived from ooba's provincial build-cost table with Gauteng set to 1.0. Figures are planning-stage estimates, not a quote or a survey. Labour assumed at 27% of total (typical 25–30%). Excludes land, professional fees, VAT, and municipal contributions.

Questions

How much does it cost to build a townhouse complex in Pretoria?
Based on Setout's estimate model, roughly R 9 800–R 13 900 per m² (typical R 11 500). For a 90 m² townhouse complex, that's around R 1 035 000 for construction — excluding land, professional fees, VAT and municipal costs.
Why is a townhouse cheaper per m² than a standalone house?
Repetition and shared walls. Building the same unit many times spreads design and setup costs, and party walls cut external wall area and materials. The trade-off is shared infrastructure — roads, bulk services, boundary walls — that gets added on top of the unit rate.
Why is building in Pretoria priced this way?
Pretoria is in Gauteng. Our model applies a provincial cost factor to a national base rate to reflect local labour rates, material transport, and market demand. AECOM 2025/26 base rate for Townhouse complex (Gauteng-anchored, excl. VAT, professional fees and site works) adjusted by the Gauteng provincial factor (×1), derived from ooba's provincial build-cost table with Gauteng set to 1.0. What is not included in this estimate?
The rate covers building work and materials only. It excludes the land, professional fees (architect, engineer, quantity surveyor), municipal connection and contribution charges, VAT, and any abnormal site or foundation costs. For a tender-ready figure, price the actual Bill of Quantities.
