Cost to build a flat / apartment in Polokwane

Limpopo · 2026 estimate

Based on Setout’s estimate model, building a flat / apartment in Polokwane costs roughly R 6 272–R 14 080 per m², with a typical rate around R 8 640 per m². Here’s how that breaks down, and how we calculated it.

A worked example

A 75 m² flat / apartment at the typical R 8 640/m² works out to about R 648 000 for construction. Of that, labour is roughly 27% (~R 174 960); materials and plant make up the rest.

Building in Polokwane

Polokwane is in Limpopo, among the more affordable provinces to build in on published industry estimates. The main structural factor is distance: the city lies roughly 300 km north of the Gauteng industrial core on the N1, so materials sourced from there carry transport cost. As the largest urban centre north of Gauteng and Limpopo's capital, it acts as a regional gateway near the Botswana, Zimbabwe, and Mozambique borders, concentrating construction and logistics activity. The local economy leans to services, trade, and mining rather than heavy manufacturing, so specialised materials and trades are often brought in for larger builds.

What drives the cost of a flat / apartment

Flats and apartments carry the cost of going vertical. Multi-storey structure, lifts, fire escapes and fire-rated construction, and more demanding services (water pressure, drainage stacks, electrical distribution) all lift the rate above a single house. Basement or structured parking is one of the biggest line items and is often priced separately per bay. Set against this, units are compact and repetitive, which helps — but the structural and compliance overhead means apartments rarely reach the low rates of simple residential work.

What the low, typical and high rates buy

Low: R 6 272/m² in Polokwane, about R 470 400 for 75 m²

A walk-up block of three or four storeys with no lift, a simple concrete frame or load-bearing masonry, compact units, standard finishes and open surface parking.

Typical: R 8 640/m² in Polokwane, about R 648 000 for 75 m²

A mid-rise block with lifts, a concrete frame, fire-rated stair cores, better finishes in units and common areas, and some covered or structured parking.

High: R 14 080/m² in Polokwane, about R 1 056 000 for 75 m²

A prestige block: high-rise structure, basement parking over several levels, high-specification units with premium kitchens and bathrooms, concierge and amenity floors, and heavier building services including backup power and water.

How Polokwane compares with other cities

At a typical R 8 640/m², Polokwane is 22% below the median of the twelve cities in this model for a flat / apartment. 10 cities are dearer and 1 is cheaper. The range runs from R 8 235/m² in Rustenburg to R 15 255/m² in Cape Town. The model sets rates by province, so cities in the same province carry the same figure; the local factors described above are what separate them on a real project.

Plans and approvals in Polokwane

Building plans for a flat / apartment in Polokwane go to the Polokwane Local Municipality for approval under the National Building Regulations and Building Standards Act 103 of 1977, with SANS 10400 as the technical standard. Work may not start before the plans are approved. The municipality also checks the proposal against its land use scheme; if the design needs a rezoning, a consent use or a building-line relaxation, add that process to the programme before you add it to the budget. A new home must also be enrolled with the NHBRC before construction begins, and the builder must be registered with the NHBRC.

Costs on top of the building rate

The rates above stop at the building. For a flat / apartment, the items that most often get left out of an early budget are:

  • Basement or structured parking, often priced per bay as a separate item
  • Fire engineering, sprinklers and the fire-plan approval
  • Bulk-services contributions, which scale with the number of units
  • NHBRC enrolment of each unit and sectional-title registration
  • Lifts maintenance contracts and the first years of operating cost

VAT at 15% applies to the building contract and to professional fees from VAT-registered consultants.

How we calculated this

AECOM 2025/26 base rate for Flat / apartment (Gauteng-anchored, excl. VAT, professional fees and site works) adjusted by the Limpopo provincial factor (×0.64), derived from ooba's provincial build-cost table with Gauteng set to 1.0. Figures are planning-stage estimates, not a quote or a survey. Labour assumed at 27% of total (typical 25–30%). Excludes land, professional fees, VAT, and municipal contributions.

Questions

How much does it cost to build a flat / apartment in Polokwane?
Based on Setout's estimate model, roughly R 6 272–R 14 080 per m² (typical R 8 640). For a 75 m² flat / apartment, that's around R 648 000 for construction — excluding land, professional fees, VAT and municipal costs.
Why do flats cost more per m² than houses?
Going vertical adds cost: multi-storey structure, lifts, fire-rated construction and escapes, and heavier services (drainage stacks, water pressure, electrical distribution). Structured or basement parking is a major separate cost. Repetition helps, but the compliance and structural overhead keeps the rate up.
Why is building in Polokwane priced this way?
Polokwane is in Limpopo. Our model applies a provincial cost factor to a national base rate to reflect local labour rates, material transport, and market demand.
What is not included in this estimate?
The rate covers building work and materials only. It excludes the land, professional fees (architect, engineer, quantity surveyor), municipal connection and contribution charges, VAT, and any abnormal site or foundation costs. For a tender-ready figure, price the actual Bill of Quantities.
