Cost to build a retail / shop in East London

Eastern Cape · 2026 estimate

Based on Setout’s estimate model, building a retail / shop in East London costs roughly R 8 610–R 16 400 per m², with a typical rate around R 11 070 per m². Here’s how that breaks down, and how we calculated it.

A worked example

A 400 m² retail / shop at the typical R 11 070/m² works out to about R 4 428 000 for construction. Of that, labour is roughly 27% (~R 1 195 560); materials and plant make up the rest.

Building in East London

East London sits in the Eastern Cape, mid-tier on published provincial cost estimates. On the Indian Ocean at the mouth of the Buffalo River, it shares the coastal-durability considerations of the region — corrosion-resistant specification for exposed metalwork is a sensible default. Its economy is anchored by the East London Industrial Development Zone — South Africa's first operational IDZ — and a major Mercedes-Benz assembly plant beside the harbour, which sustain automotive and industrial construction demand. That industrial base and port access support material logistics for larger commercial and industrial projects in the city.

What drives the cost of a retail / shop

Retail spans a wide range because 'retail' covers everything from a shell shop to a fully-fitted store. The base structure is relatively cheap; cost concentrates in the shopfront and glazing, services (lighting, air-conditioning, fire), and the tenant fit-out. Standalone shops and strip retail sit at the lower end; enclosed malls carry common-area, parking, and mechanical costs that push the rate up. As with offices, shell-and-core versus fitted-out is the key question behind any per-m² figure.

What the low, typical and high rates buy

Low: R 8 610/m² in East London, about R 3 444 000 for 400 m²

A convenience shop or small strip centre: single storey, simple frame, a standard shopfront, basic services and surface parking. Tenants take a shell and fit it out themselves.

Typical: R 11 070/m² in East London, about R 4 428 000 for 400 m²

A neighbourhood or community centre with an anchor tenant, covered walkways, shopfronts in aluminium and glass, air-conditioning to tenant spaces, loading areas and paved parking.

High: R 16 400/m² in East London, about R 6 560 000 for 400 m²

A regional or super-regional mall: enclosed and air-conditioned malls, multi-level parking, escalators and lifts, high-quality common-area finishes, food courts and extensive mechanical and fire installations.

How East London compares with other cities

At a typical R 11 070/m², East London is level with the median of the twelve cities in this model for a retail / shop. 5 cities are dearer and 4 are cheaper. The range runs from R 8 235/m² in Rustenburg to R 15 255/m² in Cape Town. The model sets rates by province, so cities in the same province carry the same figure; the local factors described above are what separate them on a real project.

Plans and approvals in East London

Building plans for a retail / shop in East London go to the Buffalo City Metropolitan Municipality for approval under the National Building Regulations and Building Standards Act 103 of 1977, with SANS 10400 as the technical standard. Work may not start before the plans are approved. The municipality also checks the proposal against its land use scheme; if the design needs a rezoning, a consent use or a building-line relaxation, add that process to the programme before you add it to the budget. Larger non-residential buildings will also need a fire-protection plan approved by the municipal fire department.

Costs on top of the building rate

The rates above stop at the building. For a retail / shop, the items that most often get left out of an early budget are:

  • Tenant installations and shopfitting, usually paid by the tenant
  • Parking structures and external works
  • Traffic impact assessments and road upgrades required by the municipality
  • Signage, wayfinding and centre branding
  • Leasing and letting costs before opening

VAT at 15% applies to the building contract and to professional fees from VAT-registered consultants.

How we calculated this

AECOM 2025/26 base rate for Retail / shop (Gauteng-anchored, excl. VAT, professional fees and site works) adjusted by the Eastern Cape provincial factor (×0.82), derived from ooba's provincial build-cost table with Gauteng set to 1.0. Figures are planning-stage estimates, not a quote or a survey. Labour assumed at 27% of total (typical 25–30%). Excludes land, professional fees, VAT, and municipal contributions.

Questions

How much does it cost to build a retail / shop in East London?
Based on Setout's estimate model, roughly R 8 610–R 16 400 per m² (typical R 11 070). For a 400 m² retail / shop, that's around R 4 428 000 for construction — excluding land, professional fees, VAT and municipal costs.
Why do retail cost estimates vary so much?
Because 'retail' ranges from a bare shell shop to a fully-fitted store in an enclosed mall. Shopfronts, glazing, services, and tenant fit-out drive the difference, and malls add common-area and parking costs. Confirm whether a rate is shell-and-core or fully fitted before relying on it.
Why is building in East London priced this way?
East London is in Eastern Cape. Our model applies a provincial cost factor to a national base rate to reflect local labour rates, material transport, and market demand.
What is not included in this estimate?
The rate covers building work and materials only. It excludes the land, professional fees (architect, engineer, quantity surveyor), municipal connection and contribution charges, VAT, and any abnormal site or foundation costs. For a tender-ready figure, price the actual Bill of Quantities.
